China said it would continue with plans to build about twenty-five new nuclear plants. And India, under a cooperation agreement with the United States, plans to spend billions on new centers in the coming years. Japan has made nuclear energy a national priority since the 1970s. Unlike many major economies, Japan imports eighty percent of its energy.
